Licensing – Many states do not require a company or individual to be licensed to conduct pre-employment screening services. Don’t hesitate to contact the respective governing bodies. There are stringent licensing requirements for the State of Texas’ Department of Public Safety Private Investigation license held by JWI. JWI is licensed by both the Texas Department of Public Safety and the D.E.A., as well as a member of numerous regional and national organizations including N.A.P.B.S (National Assocation of Professional Background Screeners) and T.A.L.I. (Texas Association of Licensed Investigators).


Compliance – There are several pieces of legislation that govern our industry, not the least of which is the F.C.R.A. (Fair Credit Reporting Act). The F.C.R.A. is a wide-reaching sweeping piece of legislation that holds Consumer Reporting Agencies to specific standards. JWI qualifies as a Consumer Reporting Agency and is fully compliant with the F.C.R.A. FEDERAL CRIMINAL AND CIVIL CHECKS

            This service is an in-depth check of either an individual’s federal criminal or civil history. Many pre-employment service companies utilize a system known as PACER that is maintained by the Federal Government. It is simply an online docket storage center that is searchable by several criteria including name, court, time frame, etc. However, the records posted are often delayed by as long as six months, are limited in their searchable time frame and do not include identifiers such as a date of birth or social security number. JWI does have access to PACER and would be more than happy to include this in a package for your company. However, we believe strongly, and it has been proven through 30 years of experience, that the only way to provide our clients due diligence is to go to the Federal court houses on a daily basis and search the public records. In order to accomplish this task we are part of a nationwide network that goes to court houses on a daily basis. Typical information obtained in the search includes name, alias names, case numbers, offenses or case stlying (civil), dispositions and sentences. Our average turnaround time for this search is between 12 and 72 hours.

STATEWIDE CRIMINAL AND CIVIL CHECKS

            This service is an in-depth check of either an individual’s statewide criminal or civil history. There are only 29 states in the United States that maintain criminal and civil information in a searchable database. These are state maintained databases and given the perpetual flow of business, available information can be delayed from months to years. Also, the ability to search further than when then system was created has affected the comprehensive nature of these databases. We do offer these searches but would recommend, from a practical standpoint, that this search be included in a broader investigation to include county, parish, township and city searches. We believe strongly, and it has been proven through 30 years of experience, that the only way to provide our clients due diligence is to go to the Court Houses on a daily basis and search the public records. In order to accomplish this task we are part of a nationwide network that goes to Court Houses on a daily basis. Typical information obtained in the search includes name, alias names, case numbers, offenses or case stlying (civil), dispositions and sentences. COUNTY, PARISH, TOWNSHIP & CITY CRIMINAL AND CIVIL CHECKS

            This service is the most effective in developing all of the facts concerning an individual’s criminal and civil history. The US Department of Justice conducted a survey of prison inmates in 1991. They discovered that 43% of inmates were incarcerated for a crime committed in their own neighborhoods. JWI has developed a revolutionary process that can help to offset the costs of hiring employees. Joe Winter Investigations will maintain data on your personnel records including, but not limited to, employee names, hiring dates, firing dates, base salary, re-hire eligibility, etc. When former employees are hired by another company and an Employment Verification is conducted, simply refer the requesting agency to JWI and we will take it from there. We will supply the requesting agency with the information that we maintain, and forward a percentage of the sales price to our client companies. This is beneficial in many facets of your business.
